As part of the City of Tampa’s Stormwater Improvement Program, the South Howard Flood Relief Design-Build project is a much-needed capital improvements project aimed at alleviating flooding within the City’s stormwater improvement area.
The project consists of design and construction of a major stormwater conveyance system that includes more than 8,000 linear feet of box culvert, pipes, and drainage inlets.
The current project budget is $64.5 million. A portion of this budget will be used to resurface streets directly adjacent to the project corridor, including those that will be used for local detours in an early-works phase to better manage local traffic and on-street parking during construction. The total project budget estimate is based upon preliminary engineering and design. The selected alternative segment, market conditions and cost of materials, labor and other factors will affect the total construction cost.
The contractor is nearing completion of surveying/design activities in preparation for early-works construction, which is anticipated to begin in fall 2025. This work is expected to continue through spring 2026 and will include the upgrading of watermains and resurfacing of area streets in advance of construction on the South Howard Flood Relief project. An informational open house will be conducted before the start of early-works construction to inform affected residents and businesses of upcoming activities and anticipated impacts.
In May 2025, the design-build team completed the route analysis/recommendation. Beginning in late June/early July and continuing through late fall 2025, geotechnical evaluation and survey work will resume as part of the ongoing South Howard Flood Relief project design activities. Construction is expected to begin in spring 2026 and continue through summer 2029.
Survey and geotechnical activities will be active Monday through Friday, between the hours of 7 a.m. and 7 p.m. Travelers should remain mindful of crews, vehicles and equipment when traveling within the project area. Project activities and schedules are subject to change due to weather and other unforeseen circumstances.
